Bylaws
Article I
Name
The name of this of this chapter will be the College Station Middle School Chapter of National Junior Honor Society, hereafter referred to as NJHS.
Article II
Purpose
The purpose of this organization will be to create enthusiasm for scholarship, to stimulate a desire to render service, to promote leadership, to develop character, and to encourage citizenship.
Article III
Power of the Principal
Section 1. The principal shall reserve the right to approve all activities and decisions of the
chapter.
Section 2. The principal shall annually appoint a Faculty Council composed of five members of
the school's faculty who may serve consecutive terms.
Section 3. The principal shall receive appeals in cases of non-selection of candidates, and the
disciplining or dismissal of members.
Article IV
Definition of Membership
Membership in the National Junior Honor Society is both an honor and a responsibility. Students selected for membership are expected to continue to demonstrate the qualities of scholarship, service, leadership, citizenship, and character.
Article V
Nomination and Selection of Members
Section 1. Requirements for Nomination
Scholarship -- To be considered for membership, a student must have a cumulative average of 95.0 through the fourth six weeks grading period of his or her seventh grade year.
Personal Conduct/Character -- To be considered for membership, a student must have an "S" in conduct for each six weeks in each course and have not served any time in In-School Suspension.
Service, Leadership, and Citizenship -- Eligible candidates must provide relevant information about their service, leadership, and citizenship qualifications through the Student Activity Information Form, which will be reviewed by the Faculty Council prior to selection of new members.
Section 2. Selection Procedure –All members are selected by a majority vote of the Faculty
Council.
Student Activity Information Forms will be distributed to students eligible for membership in NJHS in essay format as well as teacher recommendation forms.
The Faculty Council will review the completed forms as well as any other verifiable information about each candidate and his or her activities, which define the candidate’s leadership, service, citizenship, and character. The Faculty Council will then determine those candidates selected for membership.
All selected candidates will be notified of the induction ceremony and will be expected to attend.
Article VI
Meetings and Special Sessions
Chapter meetings will be held monthly as the school calendar permits. Emergency meetings may be called if three days advance notice is given.
Article VII
Duties and Responsibilities
Section 1. NJHS
The NJHS shall determine one or more service projects for each year.
All members shall regularly participate in these projects, accumulating at least six hours per semester or twelve hours per school year. The first six hours must be completed prior to the semester break, although all twelve service hours may be completed during the fall semester.
From these projects, each member shall have the responsibility for choosing and participating in the service projects that reflect his or her particular talents and interests. Any service projects apart from those in which the entire organization has the option of participation must be approved in advance by the sponsors. In addition, any service projects for which students are also receiving credit through another organization such as Boy or Girl Scouts, 4-H, etc., shall be excluded from NJHS service hour credit.
Section 2. Officers
President – The president will preside over each monthly general meeting and will be the primary contact between the members and the chapter adviser(s).
Vice President – The vice president will fill in for the president when necessary, will preside over Executive Committee meetings, and will be responsible for any other duties as directed by the president.
Secretary – The secretary will be responsible for taking roll at each chapter meeting, keeping track of member absences, taking minutes, and any other duties as assigned by the president.
Historian – The historian will be responsible for maintaining the bulletin board, the organization’s web site, and assisting the other officers with NJHS duties.
Section 3. Advisers
The chapter adviser(s) shall be responsible for the direct, day-to-day supervision of the chapter and act as liaison among faculty, administration, students, and community.
The chapter adviser(s) shall maintain files on membership, chapter history, activities, and financial transactions.
The chapter adviser(s) shall help the chapter officers understand and carry out their duties.
The chapter adviser(s) shall be a member (or members) of the faculty, appointed annually by the principal and may serve consecutive terms.
Section 4 Members
Members must maintain the standards of scholarship, character, service, leadership, and citizenship as described in Article V, Section 1 of the bylaws or face possible dismissal.
Members must attend general meetings
Absences
Two absences, excused or unexcused, will be honored.
Three or more absences will result in dismissal.
An absence from school is an automatic absence from any NJHS meeting. However, on the day of the student’s return to school, it is the responsibility of the student member to notify the chapter secretary or a chapter adviser of the absence, receive a copy of the meeting’s agenda, and obtain any information discussed at the meeting.
Members are expected to participate in all chapter activities.
Article VIII
Election and Removal of Officers and Filling Vacancies
Section 1. Election of Officers
The following positions are elective: president, vice president, secretary, and treasurer
Officers must fill out an application and have an interview with the chapter advisors.
Section 2. Removal from Office - Any officer who fails to comply with membership requirements will automatically be removed from office.
Section 3. Filling Vacancies - Any officer vacancy occurring during the school year will be filled by the chapter advisors.
Article IX
Rules of Order
Chapter business will be conducted using Robert's Rules of Order. The National Junior Honor Society National Constitution is the general guideline for all chapter functions.
Article X
Method and Procedure for Ratification of the Bylaws
Bylaws will be reviewed annually to determine compliance with national standards. They will be accepted by a vote of the chapter and reviewed by the Faculty Council.
Article XI
Amending the Bylaws
These bylaws may be amended by a 3/4 vote of the Faculty Council or 2/3 vote of the chapter membership with approval of the Faculty Council.
